You need a USB-C flash drive and the Official SteamOS Recovery Image. Booting from the USB drive allows you to select "Re-image Steam Deck." This doesn't just delete files; it partitions the drive and writes a fresh layer of zeros over the old data, making "Dave's" history unrecoverable.
